USD conversion at the market rate the ministry uses in its own announcements (89,500 LBP). For context: back in July 2022 the tariff was 13,545 LBP per kWh — about $0.46 at that month’s exchange rate of 29,473 LBP.

How the tariff works

Issued monthly

The Ministry of Energy and Water publishes the tariff at the end of each month, calculated from that month’s average diesel price plus operating costs and a set profit margin.

Two altitude zones

One price for cities and areas below 700 m, a higher one for villages above 700 m, where generators burn more fuel for the same output.

Meters are mandatory

Billing must be by meter: the fixed fee for your subscription size (5A, 10A, …) plus your consumed kWh at the month’s tariff.

Extra charges are not allowed

Ministry announcements state operators may not add unregistered VAT, maintenance fees, foreign-currency pricing, or a surcharge for homes with solar panels.

Same energy on EDL: (first 100 kWh at $0.10, the rest at $0.27). Most homes pay both bills, because EDL covers only part of the day.

Common questions

Who sets the generator tariff in Lebanon?

The Ministry of Energy and Water issues an official tariff at the end of every month. It is based on the average diesel price of that month, plus operating costs and a profit margin for the generator owner.

Why are there two prices each month?

The ministry sets one price for cities and areas below 700 meters altitude, and a higher price for villages and areas above 700 meters, because generators there use more fuel.

What is the fixed monthly fee?

On top of the per-kWh price, metered subscriptions pay a fixed fee: 385,000 LBP for 5 amperes and 685,000 LBP for 10 amperes, plus 300,000 LBP for each extra 5 amperes.

What can a generator owner NOT charge?

Per the ministry announcements: no VAT without official registration, no separate maintenance fees, no pricing in foreign currency, and no extra charges for homes that also use solar power.
